The first tiebreaker in your Honaker/PV tie would be head to head. Since you stated that they haven't played, the 2nd tiebreaker is District Winning %. So whichever team has the better percentage in their district would get the higher seed. I believe tiebreaker 3 is record versus common opponents.
Does that tiebreker include district tournament games into the winning%? Thanks for the help.
